Picture handing something over and setting it in another person's open hands: your trust, your hope, a duty, a power. Once it is placed there, it stays there and it is theirs to hold. That is why the word is followed by in, and why English says a power reposes in the committee.

Wiktionary gives a separate route for this branch: Middle English reposen, re- plus posen (to place), modelled on Latin reponere (to put back, to store). It is not the same word as the repose that means rest.
