You can picture this half of repose as something that has come to a stop and been let down. A body lies back, a cake settles onto a table, a tired sinks onto the grass. Nothing is pulling or pushing any more, and whatever is underneath simply holds the weight. Two things arrive together in that picture: the stillness you can see, and the quiet that goes with it.
Wiktionary traces this branch to Latin repausare, re- (again) plus pausare (to pause), through Old French reposer. The modern uses all still turn on that idea of coming to a halt.

A second word, same spelling
The other half of repose is a different word wearing the same spelling. Here it is re- plus pose, to put something down again. Picture handing something over and setting it in another person's open hands: your trust, your hope, a duty, a power. Once it is placed there, it stays there and it is theirs to hold. That is why the word is followed by in, and why English says a power reposes in the committee.
Wiktionary gives a separate route for this branch: Middle English reposen, re- plus posen (to place), modelled on Latin reponere (to put back, to store). It is not the same word as the repose that means rest.
