One way to hold orderly: everything is standing in the place it was given, and in the turn it was given. Picture a shelf where each jar has its own spot, a line where each person keeps their own position, a job that is handed over one step at a time. Nothing here is about being clean or quiet. The question orderly answers is always the same: is the order still holding? When it holds in a set of objects, the shelf is orderly. When it holds in a group of people, the crowd is orderly. The packet's Wiktionary etymology gives orderly as order plus the suffix -ly, with order coming through Middle English ordre and Old French ordne from Latin ordinem. So the word is literally order-ish: having the quality of order. That covers both halves of the modern word, because order itself means both an arrangement and a command.
