The packet's Wiktionary etymology gives orderly as order plus the suffix -ly, with order coming through Middle English ordre and Old French ordne from Latin ordinem. So the word is literally order-ish: having the quality of order. That covers both halves of the modern word, because order itself means both an arrangement and a command.
