Think of a market stall piled with fruit, or a wall of hanging cloth — bright colours, many of them, all at once. Nothing is grey or plain; your eye has a lot to look at. From that literal picture the word moves onto lives and language: anything that has a lot going on in it, more than the plain version would have.
