The shine has gone, the colour has gone pale, and where the thing used to be clear you now see only a shadow through it. That coat is the whole picture. English then lends the picture out. Glass made cloudy on purpose wears it. A cupcake under a layer of sugar wears it. Hair with pale streaks wears it. A very cold drink that clouds its own glass wears it. And when the frost stops sitting on a plant and gets inside it, the same word turns from a description of the surface into a report of the damage.

Wiktionary traces frosted to frost plus the ending -ed, going back through Middle and Old English frost. The -ed here works the way it does in salted or wooded: it says the thing has this on it. So the oldest reading of the word is simply with frost on it, and every other use borrows that image.
