Frosty describes weather cold enough to leave a thin layer of ice, called frost, on the ground or windows — 'a frosty morning.' It's also used for a person's attitude: a frosty reply or a frosty welcome is cold and , even if no actual temperature is involved — like the person is showing you they're or don't want to talk.
