You can picture unsettled as something that has been stirred and has not come to rest yet. Shake a glass of river water: the sand hangs in the middle of it, and until the sand sinks you cannot see through. The verb settle is what has been taken away here. Settle covers coming to rest, sinking down, being decided, being paid, and stopping to make a home. Un- removes that last step. So whatever the unsettled thing is — a year, a person, an argument, the sky, a bill, a piece of land — something in it is still moving, or has never come to rest at all.
