You can picture offence as a blow that lands on something: a person walks up and knocks against a line other people were keeping. Sometimes the line is the law, so the knock is a crime with a name and a punishment. Sometimes the line is another person's feelings, so the knock is a hurt they carry away. The word stays on the side of the one doing the striking and the damage it leaves.
