Picture something done with no give in it — nothing , nothing let off, no allowance made. That is the picture behind severely. Point it at how a person treats or punishes someone and you get 'strictly, with no mercy'. Point it at how much damage or loss there is and the same no-allowance feeling reads as 'to a very great degree'.
