Think of it as the adverb that reports how something turned out: the doing was poor — careless, unskilled, or simply not good enough — so the result comes out flawed. He sings badly; the shelf was badly made. From that 'poor quality' picture the word can also swing to pure intensity: if something is badly damaged or badly needed, the word stops judging the skill and just measures how far things have gone.
