A picture to hold: the loose threads hanging along the edge of a cloth. They are part of the cloth and yet they are not the cloth — they sit at the boundary, at the outer line where the thing stops. Everything else fringe means grows out of that edge.
From Old French frenge, ultimately from Latin fimbriae 'threads, fringe' — the decorative threads at a cloth's border. The modern edge senses are that border, generalised.
