One picture carries the whole word: something is standing between you and what would otherwise hit you. On a that something is a rock wall and what it stops is the wind. Step behind it and the noise drops. Nothing has been removed from the world — the storm is still out there, a metre away — you are simply not in its path. Every other use of sheltered is that same wall placed somewhere else: between a child and the hard parts of life, or between an old person living alone and the moment something goes wrong.
