Picture someone with their eyes fixed on a spot far above where they stand now — and actually walking toward it. Two things have to be there at once: the target is set high, and there is real drive behind it. The word itself carries no verdict; on a person it can read as high-minded or as hungry for power, depending on the situation, and on a plan it becomes: this one a lot and will be hard to pull off.
