The packet records whacked as the past participle of whack, to hit hard, so a useful picture to hold is simply what something looks like after it has been hit. A person who has been hit that hard has nothing left and sits down: that is the tired meaning. A person whose head has been knocked about is not tracking the room any more, and does not seem in control: that is the whacked out meaning. A situation that has been knocked sideways is not the shape it should be, and the speaker is complaining about it: that is the third.
