The source marks the origin as uncertain and lists several possible routes, including an earlier English roger (a wandering beggar who pretended to be a poor scholar) and a Middle French rogue meaning haughty. Each of those pictures a person living outside the ordinary order, which is the same idea the modern word still carries.
