You can picture something that reaches you without being looked for: you were not searching, not paying special attention, and it still got into your eyes, ears, or nose. A noticeable thing crosses the line from 'there, if you check' to 'there, whether you check or not'. That is why it so often describes a change, a difference, or an effect — the point is not how big it is in absolute terms, but that it is big enough to be picked up.
