You can think of minor-league as pointing at a level on a ladder, not at a quality. American baseball is built in floors: the Major Leagues at the top, and the Minor Leagues underneath, full of teams and players working their way up. To be minor-league is to stand on one of those lower floors, in the same sport, playing the same game, just not where the lights are brightest.
