Involving the most powerful people in a country or an organisation — presidents, ministers, chief executives, generals. You see it constantly in news: top-level talks, a top-level meeting, a top-level official, a top-level decision. It says who is in the room, not how good the thing is; top-level talks can fail badly and still be top-level. It also has a second, quieter life in computers and business, where it means "at the highest layer, not in the details" — a top-level overview of the plan, or a top-level domain like .com or .tw, which is the last part of a web address. As a noun, "at the top level" means among those most senior people. Almost always used before a noun, and it belongs to formal, written English.
