You can picture someone leaning in to seek something out — asking in order to find out. The Latin parts are literally 'seek into': every kind of inquiry is you reaching toward information you don't yet have.
Inquiry traces to Latin 'inquirere' — 'in-' (into) plus 'quaerere' (to seek, to ask). Its picture is literally seeking-into: you reach into a matter to pull information out. Every sense, from a small question to a formal investigation, is that same act of seeking to find out.
