A cover-up is an attempt to stop the public from finding out the truth about something, usually something or wrong. People hide papers, tell a false story, or stay quiet so that a mistake, a crime, or a scandal does not come out. Newspapers love the word: a government cover-up. It is the noun made from the verb cover up. It always sounds like an accusation. Though actually, English also uses cover-up for a light piece of clothing you put on over a swimming costume — that is a different, everyday sense, not this news sense.
