Picture the bag by the kitchen door: old paper, an empty box, food nobody finished. It is not dirty exactly — it is simply what has been judged not worth keeping. That judgement is the useful part of the word, because English then turns it on ideas and information: say that an argument is garbage and you are saying it belongs in that bag.
