這兩個意思其實是同一個動作的兩面：都是「原本可以參加的人，被判定不能參加」。差別只在於這個判定站不站得住腳——是照規則辦事，還是不合理地把人排除掉。

dis- (reversal, removal) + qualify (to make someone fit or eligible) — literally 'to un-qualify', to take away the fitness that let someone in.
