Both meanings of robotic can be thought of as coming from that picture. Point at the arm itself and you get the machine meaning. Point at a tired person at a counter who says the same greeting the same way for the hundredth time, and you get the other one: the movement is still exact, but there seems to be nobody inside it.

Wiktionary records robotic as robot plus the ending -ic, coined by the American science fiction writer Isaac Asimov in his 1941 short story Liar!. So the word was made to mean of a robot from the very start, and the human sense is that picture turned on a person.
