Picture a line that everyone quietly agrees on — what a fair price is, what a person may do to another person, what counts as normal. Something outrageous is far outside that line, and far enough that people cannot just let it pass: heads turn, and something rises in them. Whether what rises is anger or laughter is what separates the two uses of the word.
