You can picture neglect as a hand that does not reach out. The thing is right there in front of you — a child, a garden, a letter on the table — and you simply do not pick it up. Nothing violent happens; the damage comes from the absence of the hand.
Latin neglegō is nec ("not") + legō ("to pick up, gather"), so the root sense is literally "not to pick up" — the modern meaning is still that unextended hand.
