To disregard something means to pay no attention to it on purpose, or to treat it as if it doesn't matter, even though you did notice it. You can disregard a rule, a warning, someone's feelings, or an email you decide isn't important. As a noun, "disregard" is the act itself — "his disregard for safety" means he ignored safety on purpose. It's a bit stronger and more formal than just "ignore": disregarding something often suggests you knew you should pay attention and chose not to.
