One way to hold loony is as a short, cheap word for something that has come off the normal track. A plan that cannot work has come off it. A price nobody would pay has come off it. The word can also be pointed at a person, and that is where it stops being light: the source marks that use offensive, because the insult borrows the idea of a mind that is not working. Both the adjective and the noun sit in the same place — casual speech, comedy, older fiction — and neither belongs in careful writing.
