Silly and strange in a way that people. You use it about people, ideas, clothes, shows and plans: 'a wacky sense of humour', 'her wacky hats', 'a wacky comedy'. The important part is the feeling — 'wacky' is friendly. Calling someone wacky says you enjoy them. It is informal and slightly old-fashioned in a harmless way; you see it a lot in advertising, on children's TV, and on the back of DVD boxes ('a wacky new comedy'). Because have used it so much, it can sound a bit tired to younger speakers, who might say 'random' or 'unhinged' instead. There is a limit to the friendliness, though. When 'wacky' is used about a serious plan — 'his wacky scheme to get rich' — it stops being a compliment and becomes a gentle way of saying the plan will not work. Same word, and you tell which one is meant from what it describes: a wacky person is fun, a wacky plan is doomed.
組成whack (to hit something hard) + -y (an ending that turns a thing or action into a describing word). The old idea was of someone who had knocked their head too many times and so behaved oddly.
