Picture a gap that needs filling, and the thing you reach for to fill it. A in the shed is an implement because the job has a hole in it — you need something to dig with, and the fills that need. The verb is the same move with a plan instead of a hole in the ground: a decision has been made but nothing has happened yet, and to implement it is to fill in that empty space with real action until the plan is complete. One picture, two shapes: the tool that fills a need, and the doing that fills out a plan.

From the word’s history

The noun came into English in the mid-15c from Late Latin implementem, 'a filling up', from Latin implere 'to fill up, make full' (in- 'into' + plere 'to fill'). Its first English use was a supplementary payment needed to complete a repayment; by the 1530s it had settled on 'a workman's tool'. The verb is much later (1707, originally Scottish legal English) and was formed from the noun, meaning 'to complete, carry into effect'. So the tool and the action are the same idea in two shapes: whatever supplies what is still missing so the job is whole.
