One way to hold it: a rule written on paper has no power by itself — someone has to stand behind it and push. To enforce is to put strength behind a rule so that it actually happens in the world, whether or not people feel like obeying.

From Old French enforcier, from Late Latin infortiare: en- ("in, into") + fortis ("strong"). The literal sense is "to put strength into" — which is still exactly what the modern word does to a rule.
