You can picture carrying something to the exact person or place it's meant for and handing it over — it leaves your hands and lands where it was supposed to go. Whether it's a parcel, a speech, a baby, a promise, or a verdict, 'deliver' is about bringing the thing all the way through and releasing it to its destination.
