At root, 'issue' is about something coming OUT — flowing or being sent out from a source (the word comes from Latin 'exire', to go out). From that one motion grow two big pictures: (a) sending things out officially — orders, magazines, stamps, supplies — each release being 'an issue'; and (b) what 'comes out' for people to deal with — the matter that surfaces, the problem or question on the table.
