You can think of 'cap' as the thing that sits on the very top and closes something off: a soft hat over your head, a lid over a bottle, snow over a mountain peak. From 'something covering the top' the word reaches in three directions — to other small covers (a pen cap, a tooth cap), to the idea of a ceiling or upper limit you cannot go past (a cap on spending), and, as a verb, to finishing something off at the top (capping an evening, or topping — outdoing — what came before).
