room's upper surface · noun · A2
The inside surface at the top of a room.
天花板
Lie on your back in a room and look up. There is a flat surface above you, and it stops there — you cannot go higher inside this room. That is the picture in ceiling: the top you run into. Every other use of the word keeps that same feeling of a lid overhead, even when nothing is actually built out of plaster.

official upper limit · noun · B1
An official limit that an amount is not allowed to go above.
aircraft's maximum altitude · noun · B1
The greatest height an aircraft can fly at, or the height of the lowest thick clouds.
