Follow any action backwards and you reach a starting point. Volition is the moment where that starting point is inside the person: she moved because she wanted to, and nobody was standing behind her. The word is really about where a decision comes from — from you, or from somewhere else.

From the word’s history
The word goes back to Latin volō, 'to wish, to want', reaching English through French volition and Medieval Latin volitiō. The root is simply 'wanting', which is exactly what sits at that starting point.
