Picture offering something — words, an act, a gift — to someone you admire, to say 'I see your worth and I honour you.' That act of giving to show respect sits under the whole word.
From Latin tributum 'a fixed payment', from tribuere 'to allot, pay'. It first meant money a weaker ruler paid a stronger one; the 'offering to show respect' sense arose in the 1580s — the core softened from 'handing something over in submission' to 'offering something in admiration'.
