You can picture the moment fear jumps into someone — a door bangs behind you and your whole body reacts before you have thought anything. That sudden jolt is what scare holds: someone or something puts fear into a person or an animal, usually all at once. From that jolt you get the noun (the jolt itself), and from a whole crowd getting the same jolt you get a public scare.
