English builds it on the -ing form of retire, and retire is about drawing back from where everything is happening. Step back from a group of people and you have the quiet personality. Step back from a post you hold and you have the person on their way out of the job. The word never says where they go next. It only draws the movement away from the front, and the two meanings are that same movement pointed at two different things.
