Outgoing has two common meanings. First, describing a person's personality: outgoing means friendly, sociable, and comfortable talking to new people — the opposite of shy. Second, describing something leaving or ending: 'outgoing mail' is mail being sent out, and an 'outgoing president' is one who is finishing their term and about to leave office.
