One way to picture it: a door left open. Whatever happens inside is not hidden — anyone who wants to look, listen, join, or own a piece of it may do so. The word marks the moment something stops belonging to a closed circle and becomes available to everyone.
The '-ly' ending comes from Old English '-līċe', going back to a Germanic word meaning 'body, form' — so the adverb originally described the shape or manner in which something is done: in a public manner.
