Overtly means in an open way, without hiding it. If someone is overtly angry, they are not covering the feeling. If a film is overtly political, you can see the on the surface; nobody is dressing it up as something else. It is the adverb from overt, so it lives in the same formal, news-and-essay register. In everyday speech, openly is the word most people reach for, and it is usually the kinder choice unless you want that slightly stiff, precise tone. Though actually, overtly still carries a useful hint: not secret, not disguised. That contrast with something hidden is why writers keep it. It does not mean too much — that is overly, a different word that only looks similar.
