You can think of low-class as one word doing one thing: it takes something and puts it near the bottom of a scale. English class is used for two scales at once — the layers of society, and the grades of quality. Low simply points at the bottom layer of whichever scale is in view. Either way the speaker is standing above the thing and looking down at it, so the word almost never sounds neutral.
