One way to picture licensed: a piece of paper standing behind whatever the word is attached to. Someone with the power to say yes has already said it. The paper can sit behind a person, behind a car or a dog, behind a whole activity, or behind a toy in a box. The word never tells you the thing is good — only that permission exists, and that somebody can check it.
