One way to picture licensed: a piece of paper standing behind whatever the word is attached to. Someone with the power to say yes has already said it. The paper can sit behind a person, behind a car or a dog, behind a whole activity, or behind a toy in a box. The word never tells you the thing is good — only that permission exists, and that somebody can check it.

licensed 可以想成一張紙站在後面。有權力說「可以」的人，已經說過了。這張紙有時候站在一個人後面，有時候站在一台車或一隻狗後面，有時候站在整件事後面，也有時候站在盒子裡那個玩具後面。看到這個字，你知道的不是「這個好」，而是「上面准了，而且查得到」。沒有那張紙，同樣的人、同樣的車、同樣的事就是 unlicensed。
