Think of a policy as a cover held over something — a car, a camera, a person. While the cover is over it, a company has promised to pay if something goes wrong. Insured can be thought of as standing under that cover. Once you can see the cover, the second use follows on its own: in the paperwork, the person standing under it stops being called by name and becomes simply the insured.
