Picture a hard, solid thing you can point at and say 'this is true — it really is so', as opposed to a guess, an opinion, or a made-up story. That single 'it is genuinely the case' is the core. Around it cluster two things: real events/details that truly exist, and a whole set of fixed phrases (in fact, the fact is, the fact remains) that lean on that solidity to mean 'here is the truth'.
