Zoom in and it's a single saving you make; zoom out to a whole country and it's the giant system of how everyone produces, sells, and uses money and goods; as an adjective it labels a product that gives you that same good value.
From Greek oikonomia, 'management of a household' (oikos 'house' + nomos 'managing'). The original picture — running a household so resources are used well and nothing is wasted — is exactly the careful-management core that the modern senses, including a whole nation's 'household', grow out of.
