You can picture something being pushed down and held there — not knocked over, just pressed low and kept from rising back to its normal level. With a person that pressed-down feeling is the mood: heavy, flat, no lift. With a town's economy, or a temperature, or an appetite, it is the level itself that is being held below where it should be. Same downward pressure, different thing under it.
