A major official statement about a situation or a plan, or the act of giving that statement.

One way to picture it: someone stands up in front of others and makes a thing clear out loud — what the situation is, what will happen, what is true. It was unclear or before; now it has been said openly, on the record.
From Latin dēclārātiō, the noun of dēclārāre 'to make clear', built on clārus 'clear, bright' — the same root behind clear and clarify. A declaration is literally a making-clear.
