Picture someone in front of a room, or a voice coming over a loudspeaker: everyone stops and listens, because information is being handed to all of them at once. An announcement is that officially delivered piece of news. The word can point at the message itself, at the act of delivering it, or at the printed version sitting in a newspaper column.
