Think of considering as putting one fact on the table before you give your opinion: 'Considering the price, the food was excellent.' You are not hiding the awkward fact — you name it, and you ask the listener to weigh your opinion against it. The fact sets the bar, and what you say is measured from there rather than from nowhere.
