Picture a room where someone asks 'who will do this?' and a hand goes up before anyone is picked. Nobody made that person raise it, and nobody is paying them. The whole word lives in that gap between being told and choosing — which is why it also covers offering information nobody asked for, and (jokingly) putting someone else's hand up for them.
